is a consulting firm specializing exclusively in Project Labor
Agreement Consulting Services. We have successfully delivered 82
Project Labor Agreement Feasibility Studies (PFS), and 66
executed Project Labor Agreements (PLAs), for projects with an
aggregate construction cost in excess of $4.35bn.
There have
been thousands of PLAs the United States since the U.S. Congress
created them in the 1930’s. This includes large, Federal
projects, such as Kennedy Space Center and small municipal
projects such as a bus storage facility—and everything in
between. Sometimes PLAs can save clients’ money through
negotiating concessions off prevailing wage rates or securing
more beneficial labor exemptions. Some clients elect to use a
PLA to eliminate the possibility of labor unrest or to increase
the utilization of apprentice labor. Could a PLA be right for
your project? The answer is not always obvious. That’s where we
come in.
Goals
Arace specializes in providing clients
with a quantifiable foundation for making important management
decisions. Our goal is to help clients understand how to
navigate every step in the PLA process from conducting a PLA
Feasibility Study (PFS) to negotiating the terms and conditions
of a PLA with local unions. This process usually takes three
months but it can take up to one year, depending on the project.
The one thing that remains constant throughout is that our two
partners, Ed Arace and Lew Eisenberg, are committed to working
with you personally through every step of the process. You’ll
never be handed off to associates, interns or subcontractors.

federal clients: Department of Veterans Affairs, Federal Highway
Administration, Army National Guard, Department of Military and
Naval Affairs. Our portfolio includes the following New York

- Served as a certified vendor of PLA Consulting Services for the Office of General Services of New York State from the inception of a special program for NYS municipalities in 2017 until 2023 when the program was retired
- Currently serving as a dedicated provider of PLA Services for the Connecticut Department of Transportation
- Never defaulted on any PFS/PLA contract
- Delivered all PFS/PLA contracts on-time or ahead of schedule
Value-Added Services
Arace charges a flat fee
for all PLA Consulting Services projects. The following services are
included at no additional charge:
- Guaranteed delivery of a completed PFS within 60 business days of the client’s acceptance of the Project Assumptions
- Responses to client queries 365 days a year
- Critical review of the client’s proposed Project Details before the PFS process begins. This service can help to eliminate costly revisions at later stages of the project
